Biography

BIOGRAPHY:
Warren Levicoff has been a Licensed Private Detective since 1981. He has resided in 14 U.S. states, from New York to California and is now a resident of the Hocking Hills area of Ohio since 2007. He is licensed as a PI & Security Agent in Ohio, California, Pennsylvania & New York. He has been an investigator, executive protection agent, security consultant, legal photographer, fugitive recovery agent & law enforcement firearms instructor nationally and worldwide. He has done freelance assignments for the U.S. Secret Service, FBI, Task-force on Organized Crime & Racketeering, U.S. Postal Inspectors, London Metro Police (Scotland Yard), the Intelligence Division of Mexico Customs, Government of Taiwan, the Defense Ministry of the Philippines, South Korean Interpol & the Saudi Royal Family. He has worked for security companies, businesses, governments, individuals, police, insurance companies and attorneys worldwide. He is the managing director of International Detective Services Ltd of the USA & London England. This company specializes in handling sub-contract assignments for, PIs, bail bond companies, process service companies and insurance adjusters in almost all foreign countries. He is Vice President in charge of international investigations & executive protection for Target Research & Investigations Corporation of New York City.

He has been involved in the following types of cases: locating missing persons & fugitives, insurance defense, due diligence backgrounds of companies & individuals, protection of personnel, equipment, property and information. For the last 20 years, he has been the Chief Investigator (pro-bono) for all three of Philadelphia’s Legal Aid Services & was the recipient of their highest honor, The Chief Justice Brennan award. Since moving to Ohio, he has become the pro-bono investigator for Legal Aid in Columbus and Lancaster Ohio. His twenty five years of bail fugitive recovery has given him expertise in locating abducted children, missing persons & skip chasing domestically & worldwide. Criminal defense investigations are usually limited to self-defense homicide cases and crossing international borders. He is a court certified expert witness in these areas and firearms cases in NY, CA & PA. He was on the defense team for Mumia Abu Jamal, and on the defense team for Uhuru Kenyatta, President of Kenya in the case against him in the International Criminal Court (ICC) in The Hague.

He has given instruction to police, security persons and civilians, locally, nationally and worldwide. He was a firearms instructor and consultant to the Defense Ministry of the Philippines, consultant to King Fahd bin Abdul Aziz, of Saudi Arabia and for the Detective Division of the Palestine Authority Police Department. He was hired as an expert witness by the Nationalist political party of Taiwan China to investigate the shooting of President Chen Shui-Bian and found it to have been fraudulent. As an instructor at Executive Security International of Aspen Colorado, he has also taught legal photography, surveillance, and bail enforcement. At times, he was a firearms columnist for The Professional Investigator, The Voice of the American Bounty Hunter and Pursuit Magazine and is currently a contributing writer for PI Magazine.

A graduate of the U.S. Army Still Photography School, he was a military photographer assigned to the U.S. Military Academy at West Point from 1964 to 1967 and a freelancer photographer for United Press International and Life Magazine in New York during this time. Law enforcement photo training was received through the military, the Philadelphia Police Department Photo Lab and Evidence Photographers International Council.

His memberships include the following: Ohio, Pennsylvania, New York, California, Texas, Florida & United Kingdom PI associations and The World Association of Detectives. He was the voted the first recipient of the “Most Outstanding International Investigator of The Year” award by the World Association of Professional Investigators, at the 4th European Detective Congress in London England. He is currently this association’s representative for the USA. He was on the advisory board of the National Association of Bail Enforcement Agents for ten years and was a part time instructor for them and for the National Institute of Bail Enforcement in Arizona. He is currently on the board of the International Assoc. of Legal Research & Investigation, based in Yerevan Armenia and he is the only USA member of the Asian Professional Security Association, Singapore Chapter.

He is computer literate, speaks ‘travelers’ Mandarin Chinese Spanish & Russian. He has worked and traveled in every state in the USA except Hawaii, and in the following countries, England, Scotland, Ireland, France, Monaco, Spain, Italy, Netherlands, Germany, Switzerland, Austria, United Arab Emirate, Canada, Mexico, Venezuela, Puerto Rico, St. Thomas USVI, Martinique, St. Martin, Aruba, China, Hong Kong, Taiwan, Thailand, Singapore, Malaysia and most recently The Ukraine.
